Minimums, pending times and name matching sit on the payment screen, not in a generic table. The name on the UPI handle or bank account should match the StarkBet profile. If a wallet is missing for an hour, it is usually a provider outage rather than a closed cashier. Withdrawals go back on a method you have already used when the rules require it.
